Two years after 102 people died in Greece's worst fire tragedy, a judicial investigation into operational errors has been hit by cover-up claims, while reconstruction remains a distant goal.
Mr Liotsios used his phone to secretly record the meeting with then fire chief Vassilis Mattheopoulos and submitted it to judicial authorities, the newspaper said. At the time, the left-wing government of then prime minister Alexis Tsipras had stressed the difficulty of organising an evacuation in the coastal community with winds blowing at nearly 120km/h. But in the aftermath of the disaster, the police and fire services gave conflicting accounts of what went wrong.
An Athens magistrate is finalising charges against 20 people including the regional governor, local mayors and senior fire service and police officials. Citizens have also filed separate lawsuits. The police minister at the time of the cover-up claims, Olga Gerovassili, denies any interference in the case.
"There was no meeting or contact... He did his job, I did mine," Mr Mattheopoulos told state television ERT over the weekend.
