Roderic O'Gorman had refused to release the documents, which show how the wording of the disastrous Care and Family referendums was devised

The Department of Children, Equality, Disability, Integration and Youth has published the minutes of meetings involving the interdepartmental group that developed the wording of the ill-fated Care and Family referendums.

The group was chaired by Laura McGonigle of the DCEDIY, and included representatives of every government department, along with a number of the Taoiseach’s special advisers. The Department of Public Expenditure emphasised the need to quantify the likely cost that would arise from such obligations, and for possible scenarios to be identified regarding future litigation.

The minutes also show that the group noted the importance of the Government being “able to articulate what is meant by family” in relation to the other referendum in May 2023. The chair of the group noted in the minutes of its meeting on November 21 that a “pre-legislative scrutiny waiver” would be sought in respect of the referendum bills.
