At the weekend, Minister for State Patrick O'Donovan said a panel would be set up to finalise who will get the bonus and when people can expect to be paid.Meanwhile, Sinn Féin's Finance Spokesman Pearse Doherty said it was a "mistake" to exclude family carers from the scheme.
Mr. Doherty went on to say that there is a sense of "ambiguity" in relation to who will receive the payment.
