However, with Nphet set to address the Cabinet ahead of the Taoiseach's address to the nation, certain professions and sectors of Irish society are still looking for more clarity about when they can return to work.
As always, the government has insisted that any decision to reopen the country will be done in a cautious and phased manner, but there are five preexisting rule changes that need more clarity because they're scheduled to come into effect from May 4. However, the Tànaiste has previously indicated that there's unlikely to be a situation whereby May 4 arrives and all of these rules are changed.
Varadkar said: "What we'll do in about two weeks time - at the end of April - is we'll sit down and draw out the plan for May. What we're planning is allowing more outdoor activities and a phased reopening of retail and personal services which includes hairdressers.
