Any chance the HSELive can advance their rollout of the digitised health system / eHealth which 1) Would have helped with managing COVID, and 2) Would have helped with administration of vaccines. Free up the hospital systems time and finances to allow them to do their job.
How can the EU say roll out vaccines faster when supply is only in small quantities. If the EU safely speeds up the vaccine approval process like other countries around the world have this would also help.
Re-open the pubs and let them do it too and you'll have everyone vaccinated by the weekend.
