Immigration and Customs Enforcement ( ICE ) has formally requested Virginia Governor Abigail Spanberger 's intervention to prevent the release of an individual accused of a brutal sexual assault in Arlington. The suspect, identified as 28-year-old Luzvin Orvando Garcia Moran, a citizen of Guatemala, is alleged to have randomly attacked a woman on April 12th.
According to Arlington County police reports, Moran followed the victim after she attempted to ignore him, then physically assaulted her against a wall. The woman reportedly fought back before managing to escape, but Moran pursued her. The attack concluded when two bystanders intervened, prompting Moran to flee the scene. He was apprehended later that day and now faces serious charges including abduction with intent to defile, forcible sodomy, and assault. ICE officials are expressing strong concerns that Virginia's existing sanctuary policies may have contributed to Moran's alleged criminal activities. A statement from Lauren Bis of the Department of Homeland Security highlighted that Moran had a history of prior arrests and releases, despite which he continued to commit offenses. Bis emphasized that Moran had been released from jail on multiple occasions prior to the recent alleged rape, raising alarm about the cycle of re-offending facilitated by these policies. ICE is now directly appealing to Governor Spanberger and Arlington County officials to ensure Moran remains in custody or is transferred to ICE custody if released. The department is questioning the effectiveness of current policies in protecting communities, asking how many more such incidents must occur before changes are implemented. Moran's immigration status is described as an undocumented arrival who evaded border detection. His criminal record extends back to 2020 and includes a significant number of charges, such as assault and battery, public intoxication, disorderly conduct, and an attempt to disarm a law enforcement officer, along with repeated probation violations.
