The government declared a state of emergency on March 3, after the gangs attacked several prisons, releasing thousands of prisoners onto the streets. The New York Times found in 2022 that Haitians had paid about $560 million in today's dollars – a figure that the Times said"doesn't nearly capture the true loss."

Since then, Haiti has struggled to maintain order and foreign powers have interfered in its politics, according to Mars. On March 14, Chérizier said the resignation of Henry was only “a first step in the battle” for Haiti.
