“On a monthly basis, the project assurance board is provided information on the project including the key project risks,” says Hydro in a filing to the B.C. Utilities Commission released this week. “The geotechnical risks associated with the foundation enhancements have been included in these materials every month since September 2018.”
The displacement, a mere five millimetres, was not by itself considered consequential up to that time. “There is some urgency associated with this undertaking,” repeated the board, “since mitigation, if needed, may be costly and might impact the schedule.” Together this “new information on foundation conditions indicates that past design criteria will not be satisfied without additional mitigation measures.”
Hydro has released the agenda for the Jan 7-10 meetings and a summary of the findings and recommendations.
