Russia's advance on key Ukrainian cities slows as envoys talk | CBC News

Ukraine President Volodymyr Zelensky released photos of himself signing the EU application, a largely symbolic move that could take years to become reality and is unlikely to sit well with Russian President Vladimir Putin, who has long accused the West of trying to pull Ukraine into its orbit.

Also, any addition to the EU must be approved unanimously, and some member states have complicated approval procedures. "They wanted to have a blitzkrieg, but it failed, so they act this way," said 83-year-old Valentin Petrovich, using just his first name and his Russian-style middle name because of fear for his safety. He described watching the shelling from his downtown apartment.

With Russian troops closing in around Kyiv, a city of almost three million, the mayor of the capital expressed doubt that civilians could be evacuated. Authorities have been handing out weapons to anyone willing to defend the city. Ukraine is also releasing prisoners with military experience who want to fight, and training people to make firebombs.

Ukrainian authorities on Monday said at least 44 people have been wounded in fighting in Kharkiv over the past 24 hours, and that seven of them died in hospitals. It wasn't clear if the casualties were all civilians.Strategic ports in the country's south came under assault from Russian forces. Europe and Canada moved on Sunday to shut their airspace to Russian aircraft, an unprecedented step aimed at pressuring the Russian president to end his invasion of Ukraine.
