“There was a lot of confusion about who was in charge and what information was coming to decision-makers,” said Fantino, who has been keeping an eye on proceedings of the federal Public Order Emergency Commission, the mandate of which is to examine and assess the federal government’s decision to invoke the Emergencies Act, and to conduct a policy review that could include whether any amendments to the legislation are required.

On the parliamentary review, Green said the prime minister has “a duty to testify as to what he knew, when he knew it, and what he did about it.” “This issue is important enough that we take our time to be able to fully contemplate everything that’s been disclosed over the last few weeks of the inquiry, and that, moving forward, we’re studying the issue from the primary fact and not simply talking points and innuendo that have been floating around from the media,” said Green.

Meanwhile, during the security crisis Ottawa experienced earlier this year, Fantino said the “most critical” need is for police to have “good intelligence,” along with “a good management team,” like he relied on for decision-making during the G8 in June 2010.
