Current federal Conservative Party leadership hopeful Jean Charest was sworn-in as Premier of Quebec on this date in 2003. He would go on to serve a commanding nine years in his province’s top political job. One of the great political orators of his time, Charest would win two further elections, earning him a political hat trick in Quebec.
During his remarkable political career Charest also served as a Member of Parliament and cabinet minister in the Progressive Conservative government of Prime Minister Brian Mulroney. Mr. Charest played particularly important roles while serving as PM Mulroney’s Minister of the Environment at the time of the famed Earth Summit in Rio in 1992. Charest would also serve as Deputy Prime Minister under Prime Minister Kim Campbell and later national leader of the Progressive Conservative Party.
It has been my honour to enjoy a friendship with him over the years and I’m proud to note his love of Canadian political history. He demonstrated this in 2014 when he traveled to Kingston to co-lead a political history-themed walking tour of downtown Kingston with yours truly. He also performed a ceremonial tree-planting at my home during his visit.
Arthur Milnes is an accomplished public historian and award-winning journalist. He was research assistant on The Rt. Hon. Brian Mulroney’s best-selling Memoirs and also served as a speechwriter to then-Prime Minister Stephen Harper and as a Fellow of the Queen’s Centre for the Study of Democracy under the leadership of Tom Axworthy. A resident of Kingston, Ontario, Milnes serves as the in-house historian at the 175 year-old Frontenac Club Hotel.
