The convoy occupation hearings reveal the paucity of government leadershipKAMOURASKA, QUE.—I have to admit, I didn’t watch the now-concluded Public Order Emergency Commission hearings in Ottawa. But I read or listened to some of the prime minister’s testimony, as well as that of Finance Minister Chrystia Freeland and Justice Minister David Lametti. I was impressed by the prime minister’s ability to turn a phrase about the convoy occupiers: “It wasn’t that they just wanted to be heard. They wanted to be obeyed” was hyperbole, but it was memorable. What struck me about the testimony is how perception, not analysis, shaped the judgments of the senior members of cabinet and the public service. The finance minister described her discomfort when a female protester gave her the finger and a trucker honked his horn. She expressed appreciation for her RCMP escort, even though she was more than likely not in any danger. Lametti wanted the Emergencies Act invoked in the first week, as he was walking the occupation gauntlet from downtown to his office on Wellington Street. Meanwhile, the prime minister was receiving briefings from a traumatized public service, all of whom live in Ottawa, and who had lost confidence in the Ottawa police, who were either complicit with the occupiers or (according to their union president) reluctant to take the risk of being injured to challenge the initial convoy occupation. And every one of them had to confront protesters daily who were carrying signs calling upon the public to perform a specific act on our head of government. It was not their finest hour, but neither were the hearings. Most of the testimony seemed to be motivated by as much ass-covering as possible, by both the occupiers and the members of the government. The occupiers have provided evidence they are a bunch of deluded miscreants. For the prime minister, his cabinet, and the senior public servants, the main objective was to project a rationale or an image of control out of what was essentially a trainwreck.
