Feds must reverse volatile footprint in Indo-Pacific region with release of $2.3-billion plan, say expertsThe Liberal government announced, what it is calling, a “generational” shift in Canada’s approach in the Indo-Pacific region with new funds to deepen trade links, enhance defence and security, and expand diplomatic capacity, but experts say the success of the strategy will rest on if engagement will be sustained. Canada’s presence in the region, which contain some of the fastest growing economies, has been intermittent over previous decades. Through a new strategy, Ottawa seeks to define how it will engage with an increasingly belligerent Chinese government, as well as how it can enhance its link with powerful economies in South Korea, Japan, and India, as well as rapidly developing nations in Southeast Asia. A group of ministers announced the long-anticipated nearly $2.3-billion five-year strategy at a Nov. 27 event in Vancouver, including Foreign Affairs Minister Mélanie Joly (Ahuntsic-Cartierville, Que.), International Trade Minister Mary Ng (Markham-Thornhill, Ont.), International Development Minister Harjit Sajjan (Vancouver South, B.C.), and Public Safety Minister Marco Mendicino (Eglinton-Lawrence, Ont.). Defence Minister Anita Anand (Oakville, Ont.) unveiled defence components of the strategy later in the day in a virtual press conference. “[The strategy] sends a clear message to the region that Canada is here and that they can trust that we are here to stay,” Joly said. “The current moment demands more of Canada,” she said. “The region is now looking at us to step up our game.” Joly noted that the “central tenet” of the strategy is acting in Canada’s interest without “compromising” its values. It contains five strategic objectives, which include peace and security, trade and investment, “invest in and connect people,” green economy, and Canada as an “active and engaged partner to the Indo-Pacific.” International Trade Minister Mary Ng says she has taken 11 trips to the Indo-Pacific region this year. ‘Marathon of work’: Public Order Emergency Commission proceedings ‘one of the most transparent inquiries ever,’ says lawyer Paul ChampA slew of high-profile witnesses and a trove of government documents and correspondence that would normally be tightly sealed made the Public Order Emergency Commission “one of the most transparent inquiries ever in terms of the number of top executive decision-makers testifying while in office,” according to Ottawa human rights and constitutional lawyer Paul Champ. The six weeks of public hearings into the government’s February invocation of the Emergencies Act wrapped on Nov. 25. Prime Minister Justin Trudeau (Papineau, Que.) testified, as did Deputy Prime Minister and Finance Minister Chrystia Freeland (University–Rosedale, Ont.), Justice Minister and Attorney General David Lametti (LaSalle–Émard–Verdun, Que.), National Defence Minister Anita Anand (Oakville, Ont.), Transport Minister Omar Alghabra (Mississauga Centre, Ont.), Public Safety Minister Marco Mendicino (Eglinton–Lawrence, Ont.), Intergovernmental Affairs Minister Dominic LeBlanc (Beauséjour, N.B.), and Emergency Preparedness Minister Bill Blair (Scarborough Southwest, Ont.), along with RCMP Commissioner Brenda Lucki and CSIS Director David Vigneault. Trudeau’s Nov. 25 appearance before the commission was only the third time in Canadian history that a sitting prime minister has testified at a public inquiry. The last time was in 2005, when then-Liberal prime minister Paul Martin appeared before the Commission of Inquiry into the Sponsorship Program and Advertising Activities, headed by the late Quebec Justice John Gomery. Martin established the commission the previous year to investigate a program created under his predecessor, Jean Chrétien (who also testified before the commission), to promote Canada in Quebec. Gomery’s report included findings of massive corruption. Martin’s Liberals lost a non-confidence vote in the House of Commons in 2005 and lost power to Stephen Harper’s Conservatives in the subsequent federal election in 2006. Canada’s first prime minister, John A. Macdonald, testified in 1873 ChristopherGuly Even the 'cleanest toilet ever' is still full of shit. Surprised to see 'Human Rights Champion' Paul Champ, bootlick for this government.

Politics This Morning: Species, the report-eningGood Tuesday morning, It’s shaping up to be a typical November day in Ottawa. Cool weather, overcast skies. Current government ministers testifying before committees, and former ministers headlining events off the Hill. Reports will be issued, press conferences held. The Public Order Emergency Commission is continuing its “policy” phase hearings today. It will hear testimony from 10 expert witnesses, split into two panels. The first panel will focus on “misinformation, disinformation, and the role of social media.” The second will tackle “the protection of flows of essential goods and services, critical infrastructure and trade corridors.”  The purpose of these panels, according to a press release from Commissioner PAUL ROULEAU, is to provide input that will help Rouleau to put together a set of recommendations for improving the existing Emergencies Act.  Species report on the way At 1 p.m. the government will hold a press conference about its new report on species. Unlike the 1990s B movie that bore that name, today’s event will not portray sexually-charged, murderous escapades, as depicted by Canadian actress NATASHA HENSTRIDGE.  Instead, we get Liberal MP TERRY DUGUID, the parliamentary secretary for Environment Minister STEVEN GUILBEAULT.  Duguid will hold the press conference on the Hill to discuss the report, Wild Species 2020: The General Status of Species in Canada, which is due to be tabled in the House this morning, Canada’s government will host a UN summit on biodiversity in Montreal in December, so it would no doubt like some progress on that front to boast about. What should we expect to find in the report? As luck would have it, Environment Commissioner JERRY DEMARCO issued a backgrounder on this very topic in October.   How are we doing? Well, it depends on what species you look at. If you’re a fan of spotted owls, brace yourself: apparently there are only three left. If you’re more of a wood bison person, you’ll be happy to hear that the species has

Northern Affairs Minister Vandal has a new policy headNorthern Affairs Minister Dan Vandal, who’s also the minister responsible for the Canadian Northern Economic Development Agency and the Prairies Economic Development Agency, has found a new director of policy for his office. Caroline Bourbonnière has been recruited from Treasury Board President Mona Fortier’s office to take charge of Vandal’s policy shop, and started in her new role on Nov. 21. Bourbonnière had been Fortier’s director of labour relations since January and before that spent roughly two years as head of appointments and senior adviser on digital policy to then-heritage minister Steven Guilbeault, her first gig on Parliament Hill.  Caroline Bourbonnière is Vandal’s new director of policy. Photograph courtesy of LinkedIn Prior to coming to Ottawa to work for the Trudeau government in January 2020, Bourbonnière had tackled public relations for Element AI in Montreal. She’s also a former senior account executive for corporate communications and public affairs at Edelman, and a former co-ordinator for advocacy and public affairs for the Canadian Medical Association. Between those roles, she briefly worked on research and program development for the Clinton Global Initiative in New York City ahead of its 2015 annual conference, amongst other past experience.  Previously, Samuel Yorke was policy director to Vandal. As reported, he left the minister’s office in September and is now a legal counsel with the federal Department of Justice.  In Vandal’s office, which is led by chief of staff Kathy Kettler, Bourbonnière oversees senior policy adviser Dahlia James and policy advisers Bradley Boudreau and Anna Bodnar.  Over in Fortier’s office, a new director of labour relations has already been named, with senior policy adviser Hilary Peirce promoted to the role.  Peirce joined Fortier’s office at the end of 2021—shortly after that year’s federal election and the cabinet shuffle that saw Fortier moved into the Treasury Board portfolio—after roughly two years as a p LRyck When is she gone?
