The Nunavut and Manitoba government websites also suffered outages on the same day but were not directly attributed to cyberattacks. The Manitoba governmentSteve Waterhouse, a cybersecurity expert and lecturer at the University of Sherbrooke, said other DDoS attacks affected federal sites on the same day, including the Canada Border Services and the Senate of Canada.One day earlier, on Sept. 13, multiple Quebec government websites were downed in a similar DDoS attack.
In an email to SaltWire, a representative of the P.E.I. Department of Finance confirmed P.E.I.'s cyberattack was related to similar attacks in other provinces. The representative declined to identify the group responsible, citing"security reasons." “They really want to just change the trend of the population in supporting Ukraine and make them either support Russia or just say, 'Forget about Ukraine,'" Waterhouse said.
Waterhouse said denial-of-service attacks are a challenge for any jurisdiction, big or small, to protect themselves against.
