Why is it the federal government is proposing a plan with terms they are reluctant to give to the public? They've been asked to restore 50% funding. Set an appropriate funding value per provincial resident and write the cheque.
Every penny spent by every province should be made public so this funding doesn't get misused.
Going to take the system that is already suspect and make it more suspicious.
