Justin Trudeau is no ideologue. The prime minister won three elections because he knows when to take advantage of an opportunity and when to stay quiet — even on the same issue — when the political winds blow in a different direction.last weekend about the provinces’ pre-emptive use of the notwithstanding clause is just the latest example of his risk-averse tendencies and killer political instincts.
He’s right, of course. But his comments aren’t new. He made similar comments last November, when Ford invoked the notwithstanding clause to prevent thousands of educational support workers from striking. Federal Justice Minister David Lametti spoke last spring about a possible reference to the Supreme Court after the Quebec National Assembly passed Bill 96, sweeping legislation that curtails anglophone rights and other minority language use in the province.
Trudeau’s efforts might have paid off in the form of a majority government in 2021 if a debate moderator hadn’t accused Quebecers of being racist in the preamble to a question directed at the Bloc Québécois leader. Severalangry Quebecers stormed out to the polls that weekend and voted for the Bloc. But Trudeau clearly saw the writing on the wall — he couldn’t afford to be outmanoeuvred on human rights issues by a new Conservative leader in the GTA, where future governments could be won or lost.
