I feel the government itself would get in over their head on who to fund and by how much. A better strategy would be to have the entities like Revenues Canada, Military, Coast guard etc. fund the university with the purpose of serving their mandate more efficiently.

China is doing that for us

When universities begin being organic bastions of thought and development instead of meat churning grinders for capitalist pseudo philosophy, then we can talk about investment in universities. Presently feed the poor and provide infrastructure for society!

Sorry, there is a lot of expensive and useless research followed by expensive symposiums on the sexual inclinations of muskrats.
