A cure for Toronto’s housing crisis: eight-year term limits for city councillors. Councillors limited to two terms might have more courage to make harder decisions, especially around one of our biggest crises. Opinion by shawnmicallef

Last month, Toronto Coun. Joe Cressy announced he was leaving politics after two terms, and beyond his personal reasons, it was the right thing to do. If a politician can’t effect change in eight years, why would another four or more help? Better to go off and do good elsewhere, and let somebody new in., two seats are open now. Coun. Michael Ford is running in the provincial election too, but unlike Wong-Tam, isn’t giving up his council seat and will return if he doesn’t win.

It’s not just those on the right, but also the centre and left who sometimes imply they need to hold on as they’re the few voices of resistance to Toronto’s conservative side. Shelley Carroll has been in office since 2003. Gord Perks since 2006. Paula Fletcher 2002. A number of others on both sides are hitting their 12-year marks.

Every municipal politician knows one thing: there’s an incredible advantage to incumbency. At the provincial and federal levels people often vote across party lines, so if one party falls out of favour, they’ll vote for the local candidate of another party. It’s how we get sweeping changes in government, as we saw in Ontario in 2018 and Canada in 2015.

There’s a difference between getting re-elected and trying to get elected. One has power, the other is seeking it by critiquing it and coming up with new ideas. Holding onto power leads to particular kinds of decision making that often appeal to a base of supportive voters.
