Legal experts warn the Liberal Bill C-48 could worsen the overrepresentation of Black and Indigenous women in jails and prisons, but Arif Virani says he stands by the bail reforms as necessary to address rising violence in Canada.

Many in the legal community are expressing concern about how the Liberals’ proposed bail-reform will impact an already overloaded court system by making bail harder to access for certain people charged with a crime. Justice Minister and Attorney General of Canada Arif Virani holds a press conference at the National Press Theatre in Ottawa on Thursday, Oct. 5, 2023.

Canada’s justice minister says he remains firmly committed to his Liberal government’s proposed bail reforms despite a chorus of concern from legal experts and some senators that the changes are politically motivated and could send more Black and Indigenous people to jail. Arif Virani says he is resolved to see the proposed changes to bail conditions for certain violent offenders in Bill C-48 passed swiftly amid what he says are statistics and anecdotal evidence showing a rise in crime in Canada.

He says his resolve has only increased after the tragic shootings in Sault Ste. Marie earlier this week that left five people, including three children, dead and police investigating a case of intimate partner violence.
