"I am obviously over-the-moon happy to have been selected as your next city manager," Collin, who attended the conference virtually, said. "I'm excited, incredibly so. I'm also humbled that you chose me and I thank you all for the vote of confidence that you've placed in me."Collin joins Thunder Bay city administration following a 35-year career in the Canadian Armed Forces, during which he reached the rank of Major-General.

Collin said his experience in Saint John will be a big help when it comes to facing the challenges in Thunder Bay. "And also this opportunity in Thunder Bay was presented to me," Collin said. "My time in Yellowknife was very short intentionally, so I could have hung around a bit longer, but I do believe that it was easier to leave before my presence was too disruptive."
