'It's a bit weird': She's French, but Quebec denies residency over language

Emilie Dubois moved from France to Quebec in 2012, to complete her doctorate at Quebec City’s French-language Laval University. Dubois explained that only one out of the five chapters in her thesis was in English because it was based on an English article she had published for a scientific journal. Even though the 31-year-old scientific graphic designer had completed her doctorate at a French-language school, the province’s immigration ministry said her level of French wasn’t enough to obtain the certificate because the thesis chapter in English meant she hadn’t completed the entirety of her studies in French.

There is a lot of 'a bit weird' in our system. As a young engineer arriving in the 80's from the UK to Sask, the Prof Eng's Ass'n demanded I take a 3hr English exam.... I was born in England, lived their 27 yrs and had a BSc hons from Manchester Uni? I strongly sympathize!

I knew the CAQ would eventually show their true colours. Of course their platform didn't include separation but they are doing everything possible to get back at anglos or anyone who speaks Eng. The problem lies with the federal government giving way too much power to provinces.

You can argue that while the original work was in English, she should just have translated it in French for the purpose of her thesis. The big issue is the recognized language test. This should only be overridden when the oral interview shows otherwise. Otherwise it should stand
