JOHN'S, N.L. — Auditor General Denise Hanrahan’s report on adult custody and community corrections released Wednesday, Dec. 7, found the Justice Department did not do enough to rehabilitate offenders, which may have increased the risk to the public and diminished an offender’s chances of reintegration into the community.
It was passed under a Progressive Conservative government. About four years passed without it being enacted, and then a Liberal government took over. The auditor general's report said the Justice Department did not advocate for the enactment of the updated act, and the report authors said they could not determine any reason for the delays.
Hogan said construction of the new prison to replace Her Majesty’s Penitentiary is expected to begin next year, with land-clearing already underway, and it will be built in a way that will take into account the need for rehabilitative programs.Opposition justice critic Helen Conway Ottenheimer said she was shocked and in disbelief, while NDP justice critic Lela Evans said reading the report made her feel sick.
