The RCMP failed to interview a single elected official or political staffer from the Harper-era. So Norman’s defence team conducted their own investigation

OTTAWA — Almost from the day Vice-Admiral Mark Norman was charged, his lawyers were at pains to point out that at no time during their long investigation into the leak of confidential government information did the RCMP interview a single elected official or political staffer from the Conservative government of Stephen Harper.

So Norman’s defence team set out to conduct that investigation on their own, interviewing key figures from the last year of Harper’s government. In late March, the defence presented a thick stack of documents to the Crown outlining their findings. The Crown followed up on that material in the weeks afterward, including interviewing at least one witness only the defence had talked to up to that point.

The defence’s findings raised multiple issues with the case against Norman, the sources said, but the most significant point was that the driving force behind the push for the Davie supply ship proposal came from the political level — specifically the Prime Minister’s Office and the defence minister’s office — not from within the Canadian Forces.

“It was clear that the Davie proposal was the only way to get the necessary equipment as quickly as possible,” Kenney told the Post. “The navy desperately needed a supply ship and I wasn’t going to allow a bureaucratic demand to get in the way.” Speaking to media briefly on Wednesday, Crown prosecutor Barbara Mercier said it’s a “complex legal charge,” and that the new material from the defence proved to be important. “We had some information, we didn’t have the entire information,” she acknowledged.
