CSIS declined to be interviewed for this story, but in an email, a spokesperson said that China uses "all elements of state power to carry out activities that are a direct threat to our national security and sovereignty." In 2015, China released a list of 100 wanted economic fugitives, of whom 26 were believed to be in Canada.

It was also required that a Mandarin-speaking RCMP officer be present for the meetings.

Worried that her statement would be used to return Lai to China, in November 2001 Tao Mi contacted Canadian lawyer Clive Ansley.
