New envoy ‘happy’ to see Taiwan in spotlight, Canada's new China approach in Indo-Pacific strategyTaiwan’s new representative says he is “happy” that Canada’s much-anticipated Indo-Pacific strategy highlighted Taiwan and charted a new path for Ottawa in its relationship with China. The Indo-Pacific strategy, which was released on Nov. 27, is billed as a generational shift in Canada’s engagement in the region, after years of rocky relations with China. The strategic document notes that Canada will continue its engagement with Taiwan on issues such as “trade, technology, health, democratic governance, and countering disinformation,” but will maintain its “One China” policy. Canada doesn’t have formal diplomatic relations with Taiwan. “Canada will oppose unilateral actions that threaten the status quo in the Taiwan Strait,” the strategy notes. “We are happy that Taiwan is mentioned directly,” said Harry Ho-jen Tseng, who began his post as special representative of the Taipei Economic and Cultural Office in Canada in late August. “To be honest, there were some concerns, not from us only, but from our friends here in Canada, a lot from these think tank communities. They [were] worried that if there is an Indo-Pacific strategy without referring to Taiwan directly, that is a pretty clear indication that you don’t want to upset our neighbour—China,” he said. Tseng was most recently Taiwan’s deputy foreign affairs minister, and has held head of mission posts to the European Union and Belgium, Palau, and Ireland. He was also director general of Taiwan’s Ministry of Foreign Affairs’ North American division and has had two postings in the United States.
