Few of Europe’s militaries are what they once were. One exception is France, which maintains a force of 244,000 well-trained soldiers and reservists. Because of Paris’ enthusiasm for doing theof its former African colonies its forces also have extensive combat experience. Altogether, the military employs about 0.36 per cent of France’s population at a cost of two per cent of French GDP in 2020.
By contrast, before invading Ukraine, Russia had a standing army of 900,000 active troops, plus 2,000,000 reservists, with a total military cost of four per cent of GDP, a larger share than in either the U.S. or China . Fully activated, the army would employ roughly two per cent of the country’s 142 million citizens.
By contrast, roughly 2.2 million Americans are enlisted in the U.S. armed forces, including inactive reservists from all five branches. But that’s only 0.7 per cent of the U.S.’s much larger population. Russia’s military is massive and an impressive number of Russians derive their incomes from the state military budget.
Even discounting reservists, Russia’s military edges out state-owned Russian Railways as the country’s largest employer. Among Russia’s— the army, Gazprom, Russian Railways, Russian Post, and the X5 Retail Group — only X5 is a wholly private entity. What sets the army apart from the other state-run enterprises is that it doesn’t bring in revenues . Like all militaries, it runs on ammunition and red ink.
