A few weeks ago, there was a news story about a couple living in their car behind a local grocery store. This type of situation unfolds all the time, and I doubt it was the first time the couple had been asked to leave by property owners or security guards. In the big scheme of their lives, I would guess that it was not particularly noteworthy, and of pretty low importance among all the other struggles they face. However, for me — as an outreach worker who was trying to help ensure people are safe this winter — it was too frustrating and unfair to let go.

In my experience, homeless people and their tenting or parking sites fall into three loose categories. The first category is people who want to be in a well-travelled area where, if something were to happen, there would be witnesses around to intervene. The second category is people who want the convenience of being near civilization and services or amenities, but feel safest if they can be hidden away from plain sight.
