Why would you consider attrition a cut? It’s attrition. Once teachers retire , and their is no need to replace them , how is that a cut?

I know a few teachers, so, have first hand knowledge of how good they are at working the system. One of the many examples I can proffer is how they keep taking irrelevant crazy easy courses to pass so they can defer payment of their whopping OSAP debit.
