Browne said the action has been launched in small claims court since the case can be heard sooner than in higher courts.Earlier this year, the board imposed a one-hour time limit on all public submissions during its once-a-month meetings. It also required presenters to submit a transcript of their remarks in advance and announced it would give priority to speakers who had not appeared in the previous three months.

The restrictions on public delegations followed months of friction between board members and their most frequent critics.by refusing to leave his chair at a city hall committee room until the board answered a series of questions about the police budget, and restored the right to make public submissions online. His colleague played a tin flute while the board raced through its agenda and adjourned.

The statement of claim in the case contends there has been a “marked decline” in public delegations since April.
