'What we have -- it seems to be a piece of Swiss cheese with a lot of holes in it,' said one critic of the new street check policy.

“What we have — it seems to be a piece of Swiss cheese with a lot of holes in it,” fumed Fo Niemi of the Centre for Research-Action on Race Relations , a group that advocates for racial equality.

One big flaw with the new policy, City of Montreal Opposition Leader Lionel Perez says, is that it deals only with police stops of pedestrians — not motorists– so it does not address the phenomenon of “driving while Black,” for example. Under the provincial highway safety code, officers are allowed to conduct random checks of motorists.

“You have to inform citizens of their fundamental rights to refuse to answer the police officer,” Perez stressed.

Montreal police to announce street checks policy after systemic bias reportMontreal police are to announce a new policy on street checks today, months after an independant report found evidence of systemic bias linked to race. It's been done in the past...¯\\_(ツ)_/¯ I wonder what other factors are involved in the apparent over-representation of certain visible minority groups as a percentage of the overall population. As usual, no context = poor quality stats. What about locations, times, days, circumstances, criminality...?
