"This is the first time this has occurred since 2014." But he conceded in an interview with The Canadian Press on Monday, "we are stretched from a resource perspective. And so we've got to make those decisions as to where we invest, and when we invest."
"To my mind, it doesn't mean the availability of the ships and crews have deteriorated over the last few years," he said.
