It should have been a shining example of the type of co-operation the Progressive Conservatives encouraged before Islanders handed them a majority government.

For the first half of his mandate, there was an unprecedented level of cooperation in the legislature and a willingness from all three parties to share ideas. Many proposals, particularly from the Green Party which formed the official opposition, made their way into budgets and legislation.In the minds of the electorate, most of the credit for the new approach went to the premier. Voters rewarded him with several byelection wins that turned his minority into a majority.

In this case, the good idea came from Liberal MLA Gordon McNeilly. Nobody can dispute the tremendous toll impaired driving exacts on Islanders. It was brought home powerfully in a series of stories done recently by SaltWire.the heart-wrenching story of Kristen Cameron, a Charlottetown native who was a top-level rugby coach south of the border before being struck by a drunk driver. The accident left her paralyzed from the collarbone down.

Finance Minister Jill Burridge, who has responsibility for the commission under her mandate, argued the three per cent figure should not be enshrined in legislation. Instead, she indicated her plans to instruct both the Liquor Control Commission and the Cannabis Management Corporation to allocate three per cent of their budgets this year to awareness campaigns.
