Opinion: In Canada, there are no beneficial ownership laws with significant fines attached to deter illegal funds from coming in.

With dirty money pouring into Canada, it took an outcry over high home prices to sound the alarm on money laundering. Otherwise, we Canadians would quietly sit back — like Monaco or other havens for laundered money — and blithely enjoy the benefits of a robust housing market.

In the U.S., financial institutions face far more serious fines for non-compliance, and it is all on the record. A year ago, before the Vancouver money laundering story became a hot issue, the Wall Street Journal was already calling Canada a “money laundering hub on the U.S. border.” The question we have to ask ourselves is what is the real motive to comply with anti-money laundering legislation in Canada if there is no real punishment for it?
