It was not immediately clear whether the U.S.-Taliban talks will resume and when on ending nearly 18 years of fighting.Afghan President Ashraf Ghani, whose government was sidelined in the U.S.-Taliban talks, again declared that his country was ready to meet with the Taliban but that “negotiation without a ceasefire is not possible.”
The streets of the capital, Kabul, were largely empty as armed supporters of Massoud, a rare Afghan unifying figure who was killed two days before the 9/11 attacks, waved flags from circling vehicles, at times firing into the air in a show of power despite a government warning that they could face arrest.
Also Monday a roadside bomb blast wounded three civilians, said Firdaus Faramarz, spokesman for the city’s police chief. The target was unknown, he said, and there was no immediate claim of responsibility for the attack. The local affiliate of the Islamic State group also carries out attacks in the capital, often targeting the minority Shiite community. The blast was not in a predominantly Shiite area.
