The borough's Animal Control Commission recommended adoption to the assembly, but not without some reservations.

The measure also aims to hammer more detail into those standards, including a 10-line description of what constitutes “adequate shelter.” The assemblymember added the measure is designed so that “animal control staff can know what they can enforce and be able to know that a judge is going to rule because we’ve defined our standards, our acceptance.”
An excerpt from the ordinance’s suggested definition reads, “In this section, shelter is adequate if it ... is properly lighted; is properly cleaned; enables the animal to be clean and dry, except when detrimental to the species; during hot weather, is properly shaded and does not readily conduct heat.”
But separate comments from both Swan and other commission members indicated the measure could elevate minimum animal care standards even more than it does, with Commission member Cecile Lardon saying the ordinance would ideally codify expectations for attending to a pet’s mental well-being.
