They can be American citizens, just as non-whites can, but they are second-class citizens.
The president of Christian Zionist America declares that all oppressed white Christians around the world, such as the Afrikaaners in South Africa and the Germans in Brazil, are free to come to the United States and will be given citizenship immediately. They would be wise to become Southern Baptists and get properly baptized on arrival, though.
