Former Chula Vista Councilmember Andrea Cardenas has agreed to resolve a civil complaint that accused her of violating state reporting regulations, according to the California Fair Political Practices Commission.

That complaint accuses Cardenas of failing to publicly disclose cannabis companies represented by Grassroots Resources, the now-suspended firm launched by her brother, Jesus Cardenas, nearly a decade ago. California disclosure rules require public officials to disclose the sources of income of $500 or more. Jesus Cardenas, the former chief of staff to San Diego Councilmember Stephen Whitburn, reported numerous Grassroots Resources while he worked at San Diego City Hall.

In March, Jesus Cardenas was sentenced to 45 days in a halfway house and two years of probation for his role in the scheme. He was permitted to keep working as a political consultant. Andrea Cardenas, who resigned from the Chula Vista City Council days before she also pleaded guilty in San Diego Superior Court, signed an agreement with the FPPC admitting she failed to report income from her brother’s company.

She has previously said Cardenas’ failure to disclose cannabis interests on her state Form 700 adversely affected Caligrown, which unsuccessfully competed against Grassroots Resources clients for cannabis licenses.
