Waukegan considering changes to parking requirements; ‘Everyone wants to park by the front door’

After years of requiring a specific number of parking spaces for a commercial building — whether they are needed or not — Noelle Kischer-Lepper, the city’s director of planning and zoning, said that could change.

“One of the things we might do is reduce or eliminate parking minimums,” Kischer-Lepper said. “We may have the experts tell us what is needed.”

An overview of changes in the best practices of regulating parking was presented by Lindsay Bayley, the program lead for safe and complete streets at the Chicago Metropolitan Agency for Planning. “For a bit, it’s easier to park, it’s faster to go places. But what ends up happening is more people start to drive,” Bayley said. “Then you get back to where you were. We can’t solve congestion by adding more space for cars.”

Economics will always play a role for developers. Bayley said if regulations are too onerous, they will not continue working on the project, and will stop before any more money is spent.
