The Maduro administration said it was moving to put down what it called a coup attempt and said it maintained control of the country. Mr. Maduro said via his Twitter account that he had spoken to commanders of key brigades and they had “manifested their loyalty to the people, the constitution, the Fatherland.”

U.S. national security adviser John Bolton, who has helped design the U.S. policy against the Maduro government, said that key members of Mr. Maduro’s government have been talking to the opposition and agreed to a peaceful transfer of power to Mr. Guaidó. Mr. Maduro’s tenure since 2013 has been marred by waves of deadly protests and widespread condemnation of human rights violations by state security forces.

Crowds of Maduro supporters, many dressed in his socialist party’s preferred red color, gathered at the Miraflores presidential palace in downtown Caracas, about 7 miles west of the air base.
