Legislature appropriated $2 billion to update the state hospital system but even the completion of a new maximum-security state hospital in Kerrville with 70 beds in September 2022 exposed how the system is also strained by a worker shortage. The gleaming facilitybecause the state couldn’t staff it as their pay rates couldn’t keep up with inflation. Nursing assistants could make more working at Buc-ee’s.

So it’s promising that the mental health bills passed in the Senate include substantial investments in programs that restore people to competency to stand trial and that centralize tracking to improve accountability. That word doesn’t mean as much, perhaps, in a state with rock-bottom access to mental health care. But it’s progress after decades of precious little.mass shooting in Uvalde has opened up a window. Whether these legislative plans can prevent similar tragedies is an open question but their passage will certainly help children who have suffered loss from gun violence and during the COVID pandemic.
