They attributed the release to a legal requirement going back to 1985 – two years after historic flooding. A “compromise elevation” was set of 4,489 feet at the lake. “We don’t have a lot of margin for extra snow,” said Jim Nelson, a hydrology professor at Brigham Young University. “Last year, we just hoped rivers held, but this year, we have to strategically move water to where there’s capacity, which is no easy task.”
