Rochester, N.Y. - It's been five months since Governor Kathy Hochul announced the Comprehensive Auto-Theft Reduction Strategy , a five-point plan to combat last year's rise in car thefts statewide."We do have a special unit that deals with this type of thing," said NYS Trooper Lynnea Crane. "It is statewide.
"I had my plates missing," he said. "I never recovered those. The front door window had actually been bashed out as well, which made me wonder why they ripped out the door handle the day before.""I got the steering wheel lock," he said. "I got the upgrade. We have cameras on our street, so I was able to see the exact minute that it was stolen, but none of those things deterred them.
