Warcury's line strongly implies that the World Government has beef with the race of giants, likely tracing back to One Piece's missing history, the Void Century, and the civilization that existed before the World Government. Dorry and Brogy's knowledge of Nika is arguably even more important. One Piece previously revealed that Luffy's Gomu Gomu Devil Fruit is actually the Human Human Fruit Model: Nika the Sun God.
This already happened in One Piece season 1 for another big manga twist. After the One Piece anime and manga revealed Luffy's Devil Fruit as the Nika Fruit, it now seems highly likely that Red-Haired Shanks knew the fruit's true nature when he stole it from the World Government. Speaking about the Gomu Gomu Fruit in Netflix's One Piece, Shanks told Roux, "It's worth more than the rest of the loot put together," and Luffy himself later repeated that same line.
A potential answer can be found in Joy Boy - a mysterious figure of legend in One Piece's world. Joy Boy was comrades with Zunesha - currently a giant elephant - and chapter #1111 suggests that the massive iron giant currently located on Egghead Island was also a companion of Joy Boy's. Furthermore, the villainous Imu keeps a giant Straw Hat locked in Mary Geoise.
