A late-night tragedy on the train line near Cornton last week has highlighted serious concerns over levels of access to the area for emergency services amid continuing roadworks. The incident on Tuesday evening saw the death of a man shortly after 8pm after he was hit on the Stirling to Gleneagles line, causing the closure of the nearby Cornton level crossing as investigation works continued.
Replacement bus services were operated at both Stirling and Perth due to the disruption and local roads were closed for around three hours as a result. But concerns have been raised from a pair of councillors for the area on the impact of a major sewer and sinkhole repair on the stretch of Cornton Road to Causewayhead Road, which are set to continue until the end of June.
The closure has meant access to Cornton and the surrounding area has been limited to the other side of the estate, with people forced to cross over the level crossing. Access was therefore blocked during the train incident. Dunblane and Bridge of Allan councillor Thomas Heald has been in contact with Scottish Water - who are in charge of the Cornton roadworks - for possible solutions to allow resident and emergency access, but so far no solution has been found.
The Conservative councillor said: “My first thoughts are with the family and friends of the deceased person at the most difficult of times.
“The incident which occurred in the evening of May 12 obviously required a serious response from the emergency services and I put on record my thanks to them for the professional way in which they dealt with the horrific circumstances. “However, the emergency event has again highlighted the impact of the ongoing disruption on Cornton Road on local residents.
“Elected members, such as myself, have pressed Scottish Water for alterations to the road works to include options such as a one way traffic light system for the duration of the works. But this has been deemed to be unsafe due to works underground to repair the sinkhole.
“I acknowledge the frustration of residents in this particular instance and have asked for clarity on procedures such as emergency service access. ” The incident was also raised by Cllr Heald’s Green ward colleague Alasdair Tollemache, who said he had secured assurances over access during the works. Cllr Tollemache said: “My thoughts and prayers are with all those involved in the tragic incident at the level crossing.
“Residents have contacted me as a local Bridge of Allan councillor over the effect of the crossing being closed at the same time as the Cornton Road closure. I live within the area affected myself. Scottish Water have given an assurance that there always has been 24 hour access for emergency vehicles.
“This has been enhanced following the accident. This means that emergency services are able to access the Cornton area in the event of the rail crossing being closed. ”A Scottish Water spokesman confirmed that further changes in terms of access to the area had been introduced in the wake of residents’ concerns.
The spokesman said: “Throughout the duration of our emergency sewer repair works, arrangements have been in place to ensure 24/7 access for emergency services through the site as a contingency in the event of a level crossing closure.
“Following a further assessment with emergency service partners, these arrangements have been enhanced to help speed up access while continuing to maintain the safety and security of what remains an active construction site. ”
