In a June incident in Canton, Officer Jacob Dryden was pursuing domestic violence suspect Jeffrey Neff when Neff opened fire, striking Dryden in the thigh.BCI investigators determined Neff fired first at least three times, justifying Dryden’s use of force. In a September incident in Alliance, an officer responded to a hostage situation involving George Appleby, who was holding his girlfriend at knifepoint.With a visible gash on her neck, the officer, positioned first due to SWAT training, fired two shots, killing Appleby.In both cases, grand juries declined to indict the officers involved.
