At an afternoon news conference, Gov. Josh Shapiro offered his view of how the 2023-24 budget process ended up leaving out the Senate Republicans' key priority: school vouchers.

Gov. Josh Shapiro is blaming Senate Republicans for the dilemma in which Pennsylvania now finds itself with essentially a half-finished state budget that he intends to let the politically divided legislature figure out how to resolve.

During a 15-minute Thursday afternoon Capitol news conference, the Democratic governor stated that the Senate Republicans went rogue and sent the Housethat included $100 million for a targeted school voucher plan before they reached an agreement on the plan with the leaders of the House Democratic majority.
