"The heart-wrenching loss of baby Phoenix highlights the devastating consequences of a broken system that desperately needs investment, attention and urgent changes to the care of children and families that are paying the price with their lives," Pa Chang, a social worker supervisor said.The county's Board of Supervisors unanimously voted to reform the Department of Family and Children's Services.
"In fact, as of today, it has been worse than I have seen in my 20 years as a county employee," Chang said. "This leaves only 40 active social workers managing daily child abuse and neglect referrals," Chang said.
