Rochester, N.Y. — Employees of the Police Accountability Board are marking the first anniversary of their mission to form a union."It is the mayor who has the power and duty to recognize any union in the city of Rochester," said Jonathan Khoury, Policy and Data Analyst, Rochester Police Accountability Board.. "Instead, during the past year, we have faced barrier after barrier in the city that derailed both the unionizing efforts and the work of the agency at large.

The city previously said it has never been opposed to PAB employees unionizing legally and hired a law firm to examine concerns regarding the unionization efforts.
