In a statement, Rosenthal thanked Phelan for his “sober and deliberate action in this matter,” saying the speaker reached “the conclusion we anticipated from the start.” Like May, the other candidates are basing their challenges on Harris County’s Election Day struggles, highlighting thatused to print ballots from voting machines, among other problems.
