A native and citizen of the Dominican Republic, Jose Ricardo-Pena, 58, was sentenced to 63 months in prison for distributing fentanyl and illegally reentering Dauphin County, Pennsylvania. This marks his third deportation after previous convictions and removals from the United States. Ricardo-Pena's criminal history includes a 2011 arrest in Boston for which he was deported.

Following his deportation, he illegally re-entered the United States in an unknown manner and was arrested in Dauphin County in 2015 on drug trafficking charges. He was subsequently convicted of conspiracy and possession with intent to deliver heroin, leading to concurrent sentences of 7 to 14 months imprisonment. Following this conviction, Ricardo-Pena was deported for a second time to the Dominican Republic in early 2017. However, the Department of Justice (DOJ) alleges that Ricardo-Pena again illegally re-entered the United States. In August 2023, he sold 22 grams of fentanyl, and in October, he sold 40 grams, totaling over 4,700 individual doses of the deadly drug. The DOJ emphasizes the devastating impact of fentanyl on communities and families. They highlight the sentencing of Ricardo-Pena as a demonstration of their commitment to combating fentanyl distribution. Agents from Homeland Security Investigations and the Pennsylvania State Police investigated the case, while Assistant United States Attorney Scott Ford prosecuted it.
